The cover of State Magazine’s May 1981 issue highlighted the Department of State’s growing interest in using renewable energy at posts abroad. The photo, taken at Sandia Laboratories in Albuquerque, N.M, showed an early vertical-axis turbine with 15-foot blades that could produce 3 horsepower in 20-mile-per-hour winds. Four decades later the Department has become a government leader in green infrastructure and renewable energy implementation as leaders seek ways to neutralize and reverse the deleterious effects of greenhouse gas emissions, which have driven climate change to a tipping point in recent years.
