OSCE member states sign the Moscow Mechanism

Ambassador to the United States Mission to the Organization for Security and Cooperation in Europe (USOSCE) Michael R. Carpenter joined 44 other Organization for Security and Cooperation in Europe member states in signing the Moscow Mechanism in Vienna, March 3. The Moscow Mechanism compliments and strengthens the Vienna Mechanism—adopted in 1991—which provides the option of sending missions of experts to Ukraine to look into human rights violations committed during Russia’s war of aggression against Ukraine.
